Organizational Setting

The Department of Safeguards carries out the IAEA’s duties and responsibilities as the world’s nuclear inspectorate, supporting global efforts to stop the spread of nuclear weapons. The primary role of the Department is to develop and implement IAEA safeguards to ensure that there is no diversion of declared nuclear material from peaceful activities and no indications of undeclared nuclear material or activities in a State as a whole.

The Department comprises nuclear safeguards inspectors, responsible for carrying out inspections and verifications of all-safeguards relevant information for nuclear facilities in over 180 States; and technical staff responsible for a wide range of activities including: developing concepts and approaches for implementing safeguards; developing and maintaining safeguards equipment; providing analytical and laboratory services for sample analysis; collecting, evaluating and analysing safeguards-relevant information; providing information and communication technology infrastructure and services; and providing programme coordination support.

The Division of Technical and Scientific Services ensures the provision of state-of-the-art equipment and related expertise for the accomplishment of the Department of Safeguards activities. Within this mandate, the Division is responsible for procurement, testing, provision, inventory control, performance monitoring and maintenance of safeguards equipment and supplies required by SGO Divisions; management of equipment development and engineering activities to meet quality and safeguards requirements; development and provision of documentation, procedures, instrumentation methods and techniques; provision of specialized technical and scientific support to inspectors and inspection activities in the field and at headquarters; and, radiation contamination monitoring of returned equipment and timely write-off of obsolete or contaminated equipment. The Division also coordinates departmental health and safety activities.


Main Purpose

As a Team Leader reporting to the Head of the Section for Containment and Surveillance, the incumbent leads the Containment Systems, Seals and Security Team in terms of planning, supervision and implementation of its activities.


Role

The Team Leader is: (1) a leader and manager, ensuring that the activities of the team are completed in a timely, effective and efficient fashion, and controlling the progress and the quality of the activities performed and the achievement of the expected goals; (2) a technical expert, contributing to and judging developments of technical solutions for the specific challenges encountered in containment, seals, and security projects assigned to the team; (3) an adviser to the other Team Leaders and Section Heads in the Division and to the Director of the Division on Containment, Sealing and Security matters; (4) leads forensic investigations and analyses when physical or cyber-attacks are suspected against equipment, seals, data, or computer systems, and (5) a communicator and advocate for the Team's administrative matters.


Functions / Key Results Expected

  • Meet the Department’s needs for security and containment equipment and services.
  • Plan the programmatic work of the Team, including the establishment of objectives and milestones.
  • Organize and direct the activities of the Team, and contributes to the preparation of the section’s annual work plan, budget and financial plans and conducts and reviews performance evaluations.
  • Lead the Team in a manner that promotes motivation and collaboration (internal and external), maintaining a balanced workload distribution and ensuring unbiased staff assessment.
  • Build and maintain excellent services to the customers based on a structured and measurable service delivery approach.
  • Support the IAEA Operation Divisions in the analysis of needs for the implementation of containment, security and sealing system and solutions.
  • Develop and/or review the requirement specifications for containment verification, sealing devices and related software tools and lead the implementation of such technologies in safeguarded facilities around the world.
  • Plan, monitor, and control technical containment verification and seals projects over their entire life cycle using a formal project management methodology.
  • Lead a team of security experts and provide related vulnerability review services to other technical teams and sections in SGTS.
  • Monitor and manage the appropriate configuration, operation and inventory of the containment verification, seals and equipment security laboratories and workshops.
  • Develop and maintain the team’s activities regarding technical documentation, quality management, and reporting needs.
  • Review and analyze the program to assess the quality and effectiveness of seals implementation and propose changes to increase the efficiency and effectiveness and to assure the quality of the services provided.

The incumbent may perform his/her work in areas involving exposure to radioactive materials. Therefore, as an Occupationally Exposed Worker, he/she must be medically cleared by VIC Medical Service and is subject to an appropriate radiation and health monitoring programme, in accordance with the IAEA's Radiation Safety Regulations.

Qualifications, Experience and Language skills


  • Bachelor's Degree - University degree in physics, engineering, or other related technical field with 4 years of additional experience may be considered in lieu of an advanced degree.
  • Master's Degree - Advanced university degree in physics, engineering, or other related technical field. A degree in business administration is an asset.
  • A minimum of 10 years of experience in mandatory areas of expertise is required, of which 3 years shall be in managing the implementation and life cycle support of a large base of instruments, and 2 years in developing, testing and implementing instrumentation systems themselves.
  • Two or more years of formal people management responsibility would be an asset.
  • Excellent oral and written command of English. Knowledge of other official IAEA languages (Arabic, Chinese, French, Russian and Spanish) is an asset.

Remuneration


The IAEA offers an attractive remuneration package including a tax-free annual net base salary starting at US $90664 (subject to mandatory deductions for pension contributions and health insurance), a variable post adjustment which currently amounts to US $ 40255*, dependency benefits, rental subsidy, education grant, relocation and repatriation expenses; 6 weeks' annual vacation, home leave, pension plan and health insurance
